Personalization Engine - Tag Implementation - CMS Plugin or Google Tag Manager?

From an agency partner:

We see that there are two ways to install the Lytics script 1) Drupal Module or Wordpress Plugin OR 2) Google Tag Manager. From a “performance” standpoint what is your recommended approach?
